On January 9th, the grand opening ceremony of China Scarf City and the award ceremony of the 2nd Hengcun International Scarf Design Competition, sponsored by YTO Express, were held in Hengcun Town, Tonglu County, Hangzhou City. 　　Gao Yong extended his warm congratulations to the event and expressed high hopes for Hengcun's knitting industry to remain true to its original aspirations and achieve new glory. He pointed out that the textile industry is not only an industry that warms, improves health, and beautifies humanity, but also a technological, green, fashionable, and people-enriching industry that permeates all aspects of human life. Hengcun's textile industry has an early start and a solid foundation. He hopes that this event will serve as a new impetus to continue the thriving development of the textile industry.

　　Qi Li stated that the construction of China Scarf City is a crucial step for Tonglu to seize the new opportunities of the 'dual circulation' under the new development pattern, accelerate its integration into the Yangtze River Delta integrated development, and vigorously implement a 'combination of punches' for the transformation and upgrading of the knitting industry. It aims to create an innovative industry platform that deeply integrates enterprises and markets, effectively connects production and sales, and develops synchronously online and offline. 　　At the event, Shao Zheng, Secretary of the Hengcun Town Party Committee, introduced the positioning and planning of China Scarf City, as well as the participation and award-winning situations of the 2nd Hengcun International Scarf Design Competition sponsored by YTO Express.

　　At the event, the China Wool Textile Association conferred the title of "Hometown of Scarves in China" on Hengcun Town; the China Scarf City Live Streaming Competition was launched; a number of new projects were signed; and the Hengcun Fashion Knitting Industry Alliance Consultant Appointment Ceremony and the YTO Express Education Fund Donation Ceremony were held.

　　Finally, Fang Yi announced the official opening of China Scarf City. It is understood that China Scarf City is located at No. 20, Xujiabu Road, Hengcun Town, with a total investment of nearly 150 million yuan, a construction area of 25,000 square meters, and a total of 153 shops. It is equipped with e-commerce, live streaming training, industry-academia-research cooperation rooms, activity centers, a knitting party building museum, and an operation team office area. Different from the traditional market model, Scarf City can provide platform docking, training, incubation, talent introduction, investment and financing, supply chain, logistics, video content production, and industry-academia-research training services for enterprises, and will be built into an industrial public sharing platform integrating manufacturers, offline businesses, live streaming agencies, and online sales.

　　The award ceremony of the 2nd Hengcun International Scarf Design Competition, sponsored by YTO Express, was held concurrently with the event.

　　Hengcun Town's knitted small three-piece sets (scarves, hats, gloves) produced using wool, cashmere, and chemical fiber as raw materials have distinctive characteristics. After more than 40 years of development, it has formed a sizeable industrial cluster and has successively won honorary titles such as National Top 1000 Towns, China's Famous Knitting Town, China's Export Knitwear Manufacturing Base, China's Knitting (Scarves, Hats, Gloves) Innovation Base, and Hometown of Scarves in China. It is understood that in order to empower the fashion transformation of Hengcun's knitted small three-piece sets (scarves, hats, gloves), attract more professionals to participate in product design and development, and promote industrial transformation and upgrading, in the second half of 2020, Hengcun Town, under the guidance of the China National Textile and Apparel Council, launched the second Hengcun International Scarf Design Competition sponsored by YTO Express.

　　Through the judging panel's assessment and online voting, the competition selected winners for various awards. The competition was divided into two groups: physical works and graphic works. The physical works group awarded 3 gold awards, 5 silver awards, 8 bronze awards, 1 best creativity award, 1 most market potential award, 2 online popularity awards, and 10 Tonglu County Top 10 Designers. The graphic works group awarded 2 gold awards, 5 silver awards, and 7 bronze awards. Hangzhou Business College of Zhejiang Gongshang University and Zhejiang Media College won the Excellent Organization Award.

　　It is worth mentioning that this scarf design competition incorporated new elements. Yu Weijiao, chairman of YTO Express, is a native of Hengcun. For many years, Yu Weijiao has been concerned about his hometown and the development of Hengcun's textile industry. He has repeatedly offered suggestions for the development of Hengcun's textile industry and sponsored this international scarf design competition.
